GET /admin/collection-ops/collections/{codeId}/attachments/{eventId}/{index}

Returns a signed URL, valid for 15 minutes, for one attachment of a collection event. Returns 404 when the event does not belong to the code, the index has no attachment or the file is unavailable. Super admin only; 404 while the collection-ops console is turned off.
