POST /admin/collection-ops/collections/{codeId}/request-logs

Asks up to 10 online desktop apps on the code for their app log and one device log per phone source, and records the request on the timeline. Returns how many computers were asked and how many device-log requests went out; 404 for an unknown code. Super admin only; 404 while the collection-ops console is turned off.
