POST /legal/clio/deauthorize

Called by Clio when a user removes access to the app from Clio. Deactivates that user's Clio connection (user_id); when it was the firm's primary connection, another connected user becomes primary, or the firm is disconnected when there is none. Answers 200 with an empty body, also when user_id is missing or unknown.
