POST /extraction/device/extraction-status

Desktop plumbing: for each listed device, returns when it last finished a backup with the caller's extraction code on that computer, and whether the code's collection settings have changed since (hasNewEcCodeConfig). A device with no finished backup gets lastBackupAt: null.
